Are necks considered part of a facelift?

Does it do anything to the hanging neck skin or is that a different procedure?

Yes- your neck and lower face are closely intertwined and almost always performed in the same sitting to get a harmonious facial rejuvenation. 

Thank you for sharing your question.  Each surgeon has his or her own technique.  In my practice, the neck is always addressed in a Facelift.  The hanging skin you mentioned would be tightened, or lifted up.  You should consult with Board Certified Plastic Surgeons in your area and ask for details regarding this.  I hope this information was helpful to you.

A classic facelift is actually removing excess skin of the neck and jowl. In our practice you can have fat injections at the same time to add additional volume in the mid-face. Check with your board certified plastic surgeon.
