What can non-surgical nose jobs do?

Will a non-surgical nose job help make my (a bit) upturned nose tip more downwards and straight? And how much filler will it take to make my nose go downwards? Are permanent fillers ok?

A nonsurgical nosejob essentially entails adding fillers to your nose to change the shape or fill out deficits.  Depending upon how you nose looks now, it may accentuate aspects that you are happy with or cover up aspects that you are unhappy with.  I would not expect any major changes in appearance.  It may make it appear more straight, and to some extent may make it appear less upturned.  I would avoid the use of permanent fillers as they are not reversible and extremely difficult to correct if you are not happy with the results.
